Joanne Castonguay

Economist and Associate Professor, Pôle Santé, HEC Montréal (Montréal QC)

Joanne Castonguay is an Economist and Associate Professor at Pôle Santé HEC Montréal. Recognized for her contributions to policy development, she has knowledge and expertise in a unique set of areas ― healthcare systems policy, innovation policy, health systems governance, and major project governance ― as well as practical experience in information technology.

Mrs. Castonguay began her career at IBM Canada. She then worked in the private sector, at Groupe SECOR Inc., before leading research with the Quebec Medical Association, the Center for Interuniversity Research and Analysis of Organizations (CIRANO), and the Institute for Research on Public Policy (IRPP).

A bilingual senior executive, she specializes in research project development and management. She is sought after for her ability to analyze complex issues, foster collaboration towards solution development, and effectively communicate findings to non-specialized audiences. Recently, she led a policy research program to encourage business innovation adoption.

In addition to having acted as co-science lead for the book Le Québec économique 2011 – Un bilan de santé du Québec, Mrs. Castonguay is the author of several publications, notably on health system governance, innovation transfer, major project governance, and sociopolitical risk management. Over the past decade, she has influenced the development of Quebec bills through her publications, including a series on the governance of major public infrastructure projects and a comparative analysis of hospital funding mechanisms.

Mrs. Castonguay holds a Master of Economics from the Université de Montréal and a Bachelor of Arts and Science in Economics and Computer Science from York University.
