Richard Hawkins is currently Professor and Canada Research Chair in Science, Technology and Innovation Policy at the University of Calgary, Senior Fellow at the Center for Innovation Studies and Senior Associate Scientist with the Innovation Policy Group at the Netherlands Organisation for Applied Scientific Research.

M. Hawkins is a political economist specializing in information and communication technology policy issues. He holds BA and MA degrees from Simon Fraser University, and a D.Phil. from the University of Sussex (United Kingdom). M. Hawkins was Leader of the Network Economy Programme at the Netherlands Organisation for Applied Scientific Research (TNO) and Senior Consultant to the TNO Society, Technology and Innovation programme. He was also a Senior Fellow and Lecturer at SPRU – Science and Technology Policy Research, at the University of Sussex.

In addition to academic work, M. Hawkins has extensive international experience as a policy consultant and advisor. Clients have included the European Commission, the OECD, the World Bank, the UK Department of Trade and Industry, and the Dutch Ministry of Economic Affairs.
