Volunteer Voice: Dr. Jay Kalra

Meet the CCA community champions who generously contribute their time and expertise to advance evidence-informed decision-making for a stronger, healthier and more prosperous Canada.

At the CCA, we are privileged to work with exceptional individuals who generously lend their time, expertise, and leadership to our mission of delivering evidence for the public good. One of those people is Dr. Jay Kalra, a member of the CCA’s Board of Directors and Chair of its Audit, Finance, Risk, and Human Resources Committee. A distinguished professor and long-time advocate for science-informed decision-making, Dr. Kalra has played a key role in supporting the organization through a period of growth and transition.

We recently asked Dr. Kalra about his experience as a volunteer with the CCA and his hopes for the future of evidence-informed policy in Canada.

What has been most meaningful to you about your experience volunteering with the CCA?

My experience with the CCA has been deeply fulfilling. I’ve had the opportunity to work with an incredibly thoughtful and dedicated group of individuals—both staff and fellow Board members—who share a deep commitment to rigorous, evidence-based inquiry. What has meant the most to me is seeing how this work directly supports policy decisions that affect Canadians. Whether it’s health, the environment, technology, or social policy, I’ve seen firsthand how CCA assessments provide clarity on complex issues. The spirit of collegiality and shared purpose within the organization has made my role especially rewarding.

Why do you believe the CCA’s work is important to Canada and its future?

The CCA plays a vital role in Canada’s ability to make sound, forward-looking decisions. In an era where complexity and uncertainty are the norm, independent and evidence-based assessments are essential. The CCA brings together experts from across disciplines to examine the best available science and deliver balanced, thoughtful advice. This helps ensure that policy is rooted in knowledge—not ideology—and strengthens public trust in the decision-making process. I truly believe the CCA’s work is foundational to building a resilient and inclusive future for Canada.

What are your hopes for the future of evidence-informed policy and decision-making in Canada?

Looking ahead, I hope that evidence-informed policymaking becomes the standard across all levels of government. I envision a future where expert knowledge, diverse perspectives, and scientific evidence are central to how we address the pressing challenges of our time. I also believe it’s essential to strengthen collaboration between researchers, policymakers, and Indigenous communities. This will help ensure that our policies are not only effective, but also equitable and inclusive. With a steadfast commitment to evidence-based governance, I believe Canada can meet future challenges with confidence and compassion.
