Jeff Kinder, PhD

Director of Science, Technology, and Innovation

Jeff Kinder is Director, Science, Technology, and Innovation at the Council of Canadian Academies (CCA). In this role, he is responsible for leading a major assessment on the state of science, technology, and innovation in Canada. Previously, he has directed assessments on international STIK partnerships, the responsible adoption of quantum technologies, and federal research infrastructure. Jeff also supports the CCA’s Scientific Advisory Committee.

Jeff joined the CCA in October 2022. He has 35 years of experience in government science, technology, and innovation policy in Canada and the US, including at the National Science Foundation, National Academies, and Naval Research Laboratory. In Canada, Jeff has worked at Industry Canada, Natural Resources Canada, and the Council of S&T Advisors. From 2015-2017, he led the Federal S&T Secretariat supporting the Minister of Science and Deputy Minister Champion for Science. From 2017-2022, he led the science and innovation practice at the Institute on Governance.

At uOttawa, Jeff is the inaugural Executive-in-Residence at the Institute for Science, Society and Policy and adjunct at the Telfer School of Management. Jeff is a board director of the Canadian Science Policy Centre and the Inclusive Innovation Hub (I2Hub), a member of the HIBAR Research Alliance governing council, and an advisor to the Ottawa Science Policy Network. A recovering physicist, he holds a PhD in public policy and a master’s in science, technology and public policy.
