James P. Bruce, O.C., FRSC

Jim Bruce is a former Senior Associate with the Global Change Strategies International Company (GCSI). He has also served as first Director of the Canada Centre for Inland Waters; Director General of the Inland Waters Directorate for Canada; Assistant Deputy Minister of the Atmospheric Environment Service; Director of Technical Cooperation and; Acting Deputy Secretary-General of the World Meteorological Organization in Geneva. Early in his career, Dr. Bruce established the flood warning system for Province of Ontario and taught at the University of Toronto.

Dr. Bruce has served as the Canadian co-chair of the Science Advisory Board; co-chair of the Great Lakes Water Quality Board of the International Joint Commission and; member of the Canadian team which negotiated the 1972 and 1978 Great Lakes Water Quality Agreements (Canada-U.S.). He also chaired the Prairie Provinces Water Board and the Mackenzie River Basin Committees.

Dr. Bruce holds a Master in Physics (Meteorology) from the University of Toronto and Honourary Doctorates from McMaster University and the University of Waterloo. He is a Fellow of the Royal Society of Canada and of the American Meteorological Society; an Officer of the Order of Canada and; life member of the Canadian Meteorological and Oceanography Society. Dr. Bruce is the author of several books and numerous papers and presentations on climate, water, natural disasters, and related issues.
