Mark Jaccard, FRSC

Mark Jaccard has been a professor in the School of Resource and Environmental Management at Simon Fraser University in Vancouver since 1986 – interrupted from 1992 to 1997 while he served as Chair and CEO of the British Columbia Utilities Commission. Internationally, Dr. Jaccard is known for his work on the Intergovernmental Panel on Climate Change (1993 to 1996, 2008 to 2009), the China Council for International Cooperation on Environment and Development (1994 to 2001, 2008 to 2009), as co-chair of a task force on sustainable coal use reporting to the Chinese Premier, and the Global Energy Assessment (2007 to 2012), where he served as convening lead author for sustainable energy policy.

Dr. Jaccard has advised governments, industry, and non-government organizations around the world. He was a member of Canada’s National Roundtable on the Environment and the Economy (2006 to 2009) and is a research fellow at the CD Howe Institute. In 2013, he gave testimony to a committee of the U.S. Congress in Washington, D.C. and also appeared before parliamentary committees in London (for the United Kingdom) and Brussels (for the European Union). His research focuses on the development and application of energy-economy models that simulate the likely effects of sustainable energy policies.

Dr. Jaccard has over 100 academic publications. His 2005 book, Sustainable Fossil Fuels, won the Donner Prize for best policy book in Canada. He was named 2008 Academic of the Year by the Confederation of University Faculty Associations of British Columbia, and in 2009, he was named a Fellow of the Royal Society of Canada. He has a PhD from the Energy Economics and Policy Institute at the University of Grenoble.
